(c) SUGAR.—Section 902(a) of the Food Security Act of 1985 (7 U.S.C. 1446 note) is amended by striking "section 201 of the Agricultural Act of 1949 (7 U.S.C. 1446)" and inserting "section 206 of the Agricultural Act of 1949". (d) HONEY.— Section 405A(a) of the Agricultural Act of 1949 (7 U.S.C. 1425a(a)) is amended— (1) by striking "section 201(b) of this Act" and inserting "section 207"; and (2) by striking "section 201(b)(2)(B)" and inserting "section 207(b)(2):)". Subtitle G—Effective Date SEC. 1171. EFFECTIVE DATE. (a) IN GENERAL. —Except as otherwise specifically provided in title I through this title, such titles and the amendments made by such titles shall become effective beginning with the 1991 crop of an agricultural commodity. (b) PRIOR CROPS.—Except as otherwise specifically provided and notwithstanding any other provision of law, title I through this title, and the amendments made by such titles, shall not affect the authority of the Secretary of Agriculture to carry out a price support or production adjustment program for any of the 1986 through 1990 crops of an agricultural commodity established under a provision of law in effect immediately before the effective date prescribed by subsection (a). TITLE XII—STATE AND PRIVATE FORESTRY SEC. 1201. SHORT TITLE. This title may be cited as the "Forest Stewardship Act of 1990". Subtitle A—Cooperative Forestry Assistance Act of 1978 7 USC 1421 note. Whenever in this subtitle an amendment or repeal is expressed in terms of an amendment to, or repeal of, a section or other provision, the reference shall be considered to be made to a section or other provision of the Cooperative Forestry Assistance Act of 1978 (16 U.S.C. 2101 et seq.). SEC. 1212. FINDINGS, PURPOSE, AND POLICY. Section 2 of the Act (16 U.S.C. 2101) is amended to read as follows:
