(5) The modifications made by this proclamation shall be effective with respect to articles entered, or withdrawn from warehouse for consumption, on or after October 1, 1990. (6) In order to provide for the continuation of previously proclaimed staged rate reductions on goods originating in the territory of Canada in the HTS subheadings in Annex I to this proclamation, effective with respect to goods originating in the territory of Canada which are entered, or withdrawn from warehouse for consumption, on or after January 1, 1991, the rate of duty in the HTS set forth in the Rates of Duty 1- Special subcolumn followed by the symbol "CA" in parentheses for each of the HTS subheadings enumerated in such annex shall be deleted, and the rate of duty pursuant to the terms of the United States- Canada Free-Trade Agreement shall be inserted in lieu thereof. The following supersedes matter now in the Harmonized Tariff Schedule of the United States (HTS). The subheadings and superior descriptions are set forth in columnar format, and material in such columns is inserted in the columns of the HTS designated "Heading/ Subheading", "Article Description", "Rates of Duty l-General", "Rates of Duty l-Special", and "Rates of Duty 2", respectively. Effective as to articles entered, or withdrawn from warehouse for consumption, on or after October 1, 1990. (a] The Harmonized Tariff Schedule of the United States is modified as follows: (1](A] Subheading 1701.11.00 is stricken and the following new subheadings are inserted in lieu thereof:
