Fogarty International Center, $19,922,000: Provided, That of the funds made available under this heading, $800,000 shall not become available for obligation until September 30, 1992. NATIONAL UBRARY OF MEDICINE For carrying out section 301 and title IV of the Public Health Service Act with respect to health information communications, $100,303,000: Provided, That of the funds made available under this heading, $3,500,000 shall not become available for obligation until September 30, 1992. OFFICE OF THE DIRECTOR For carrying out the responsibilities of the Office of the Director, National Institutes of Health, $143,313,000, of which $25,000,000 shall be for the support of the women's health study and shall remain available until September 30, 1993: Provided, That of the funds made available under this heading, $12,500,000 shall not become available for obligation until September 30, 1992: Provided further, That funding shall be available for the purchase of not to exceed five passenger motor vehicles for replacement only: Provided further. That $7,500,000 of this amount shall be available for extramural facilities construction grants if awarded competitively: Provided further. That the Director may direct up to 1 percent of the total amount made available in this Act to all National Institutes of Health appropriations to emergency activities the Director may so designate: Provided further. That no such appropriation shall be increased or decreased by more than 1 percent by any such transfers and that the Congress is promptly notified of the transfer. BUILDINGS AND FACILITIES For construction of, and acquisition of equipment for, facilities of or used by the National Institutes of Health, including the acquisition of real property, $103,840,000 to remain available until expended. ALCOHOL, DRUG ABUSE, AND MENTAL HEALTH ADMINISTRATION ALCOHOL, DRUG ABUSE, AND MENTAL HEALTH For carrying out the Public Health Service Act with respect to mental health, drug abuse, alcohol abuse, and alcoholism, section 3521 of Public Law 100-690, section 612 of Public Law 100-77, and the Protection and Advocacy for Mentally 111 Individuals Act of 1986, $3,081,119,000: Provided, That of the funds made available under this heading, $164,100,000 shall not become available until September 30, 1992, of which $5,000,000 for renovation of government owned or leased intramural research facilities shall remain available until expended.
