105 STAT. 2048 PUBLIC LAW 102-240—DEC. 18, 1991 (7) APPLICABILITY OF TITLE 23.— Funds authorized by this subsection shall be available for obligation in the same manner as if such funds were apportioned under chapter 1 of title 23, United States Code, except that the Federal share of the cost of any project under this subsection shall be determined in accordance with this subsection ^a such funds shall remain available until expended. Funds authorized by this subsection shall not be subject to any obligation limitation. SEC. 1107. INNOVATIVE PROJECTS. (a) IN GENERAL. —The purpose of this section is to provide assistance for highway projects demonstrating innovative techniques of highway construction and finance. Each State in which 1 of the projects authorized by subsection (b) is located shall select and use, in carrying out such project, innovative techniques in highway construction or finance. Such techniques may include state-of-theart technology for pavement, safety, or other aspects of highway construction; innovative financing techniques; or accelerated procedures for construction. (b) AUTHORIZATION OF PROJECTS.— The Secretary is authorized to carry out the innovative projects described in this subsection.
