105 STAT. 2162 PUBLIC LAW 102-240—DEC. 18, 1991 (g) ADMINISTRATIVE SUPPORT SERVICES.— Upon the request of the Commission, the Administrator of General Services shall provide to the Commission, on a reimbursable basis, the administrative support services necessary for the Commission to carry out its responsibilities under this section. (h) OBTAINING OFFICIAL DATA.— The Commission may secure directly from any department or agency of the United States information (other than information required by any statute of the United States to be kept confidential by such department or agency) necessary for the Commission to carry out its duties under this section. Upon request of the Commission, the head of that department or agency shall furnish such nonconfidential information to the Commission. (i) REPORT AND PROPOSED NATIONAL INTERMODAL TRANSPORTATION PLAN.— Not later than September 30, 1993, the Commission shall transmit to Congress a final report on the results of the investigation and study conducted under this section. The report shall include recommendations of the Commission for implementing the policy set forth in section 302(e) of title 49, United States Code, including a proposed national intermodal transportation plan and a proposed agenda for implementing the plan. (j) TERMINATION.—The Commission shall terminate on the 180th day following the date of transmittal of the report under subsection Historic (i). TITLE VI—RESEARCH PART A—PROGRAMS, STUDIES, AND ACTIVITIES SEC. 6001. RESEARCH AND TECHNOLOGY PROGRAM. Subsections (a), (b), and (c) of section 307 of title 23, United States Code, are amended to read as follows: "(a) RESEARCH AND TECHNOLOGY PROGRAM. — "(1) AUTHORITY OF THE SECRETARY. — "(A) IN GENERAL.—The Secretary may engage in research, development, and technology transfer activities with respect to motor carrier transportation and all phases of highway planning and development (including construction, operation, modernization, development, design, maintenance, safety, financing, and traffic conditions) and the effect thereon of State laws and may test, develop, or assist in testing and developing any material, invention, patented article, or process. "(B) COOPERATION, GRANTS, AND CONTRACTS. — The Secretary may carry out this section either independently or in cooperation with other Federal departments, agencies, and instrumentalities or by making grants to, and entering into contracts and cooperative agreements with, the National Academy of Sciences, the American Association of State Highway and Transportation Officials, or any State agency, authority, association, institution, corporation (profit or nonprofit), organization, or person. "(C) RESEARCH FELLOWSHIPS. —
