SEC. 162. TRANSITION FROM HOMELESSNESS. Part C of title V of the Public Health Service Act is amended— (1) in section 521 (42 U.S.C. 290cc-21), by striking out "National Institute of Mental Health" sind inserting in lieu thereof "Center for Mental Health Services"; and (2) in section 530 (42 U.S.C. 290cc-30), by striking out "through the National" and all that follows tlu*ough "Abuse" and inserting in lieu thereof "through the agencies of the Administration". SEC. 163. CONFORMING AMENDMENTS. (a) TITLE V.— Title V of the Public Health Service Act is amended— (1) in section 521 (42 U.S.C. 290cc-21), by striking "Director of the National Institute of Mental Health" and inserting in lieu thereof "Administrator of the Substance Abuse and Mental Health Services Administration"; (2) in section 528 (42 U.S.C. 290CC-28)— (A) by striking "the National Institute of Mental Health, the National Institute on Alcohol Abuse and Alcoholism, and the National Institute on Drug Abuse" and inserting in lieu thereof "and the Administrator of the Substance Abuse and Mental Health Services Administration" in subsection (a); and (B) by striking "National Institute of Mental Health" and inserting in lieu thereof "Administrator of the Substance Abuse and Mental Health Services Administration" in subsection (c); and (3) in section 530 (42 U.S.C. 290cc-30), by striking "the National Institute of Mental Health, the National Institute on Alcohol Abuse and Alcoholism, and the National Institute on Drug Abuse" and inserting in lieu thereof "the Administrator of the Substance Abuse and Mental Health Services Administration". (b) GENERAL PUBLIC HEALTH SERVICE ACT AMENDMENTS.— The Public Health Service Act (42 U.S.C. 201 et seq.) is amended— (1) in section 227 (42 U.S.C. 236)—
