PUBLIC LAW 102-325—JULY 23, 1992 106 STAT. 721 " (E) establishing and maintaining linkages with overseas institutions of higher education and other organizations that may contribute to the educational objectives of this section for the purpose of contributing to the teaching and research of the center or program; and "(F) training and improvement of the staff, for the purpose of, and subject to such conditions as the Secretary nnds necessary, for carrying out the objectives of this section. /^ "(3) GRANTS TO MAINTAIN LIBRARY COLLECTIONS. —The Secx retary may make grants to centers described in paragraph (1)(A) having important library collections for the maintenance of such collections. "(4) OUTREACH GRANTS AND SUMMER INSTITUTES. —The Secretary may make additional grants to centers described in paragraph (1)(A) for any one or combination of the following purposes: "(A) Programs of linkage or outreach between foreign language, area studies, and other intemation£d fields and professionEd schools and colleges. "(B) Programs of linkage or outreach with 2 and 4-year colleges and universities. "(C) Progrsuns of Unkage or outreach with departments or agencies of Federal and State Governments. "(D) Programs of linkage or outreach with the news media, business, professional, or trade associations. "(E) Summer institutes in foreign area and other international fields designed to ceirry out the programs of linkage and outreach in subparagraphs (A), (B), (C), and (D) of this paragraph. "(b) STIPENDS FOR FOREIGN LANGUAGE AND AREA STUDIES. — "(1) GRADUATE STIPENDS. —(A) The Secretary is authorized to make grants to institutions of higher education or combinations of such institutions for the purpose of paying stipends to individuals undergoing advanced traming in any center or progreun approved by the Secretary under this part. "(B) Students receiving stipends described in subparagraph (A) shall be individuals who are engaged in an instructional program with stated performance goals for functional foreign language use or in a program developing such performance goals, in combination with area studies, international studies, or the international aspects of a professioned studies program. "(C) Stipends awarded to graduate level recipients may include allowances for dependents and for travel for research and study in the United States and abroad. "(2) DOCTORAL STIPENDS. —(A) The Secretary is authorized to make grants to institutions of higher education or combinations of such institutions for the purpose of paying stipends to students beginning with their third year of graduate training in any center or program approved by the Secretary under thispart. "(B) Students receiving stipends described in subparagraph (A) shall be individuals engaged in completing advanced degree requirements in foreign language, foreign area studies, or other international fields. "(C) Stipends shall be for the purpose of completing degree requirements, such as the predissertation level studies,
