For the cost, as defined in section 502 of the Congressional Budget Act of 1974, including the cost of modifying loans, of direct loans authorized by the Rural Electrification Act of 1936, as amended (7 U.S.C. 935), $35,000. In addition, for administrative expenses necessary to carry out the loan programs, $8,632,000. DISTANCE LEARNING AND MEDICAL LINK PROGRAMS For necessary expenses to carry into effect the programs authorized in sections 2331-2335 of Public Law 101-624, $5,000,000, to remain av£dlable until expended. RURAL ECONOMIC DEVELOPMENT LOANS PROGRAM ACCOUNT For loans authorized under section 313 of the Rural Electrification Act, for the purpose of promoting rural economic development and job creation projects, $12,389,000. For the cost, as defined in section 502 of the Congressional Budget Act of 1974, of direct loans, $3,423,000. OFFICE OF THE ADMINISTRATOR For necessary salaries and expenses of the Office of the Administrator of the Rural Electrification Administration, $243,000: Provided, That no other funds in this Act shall be available for this Office. SALARIES AND EXPENSES (INCLUDING TRANSFERS OF FUNDS) For administrative expenses to carry out the provisions of the Rural Electrification Act of 1936, as amended (7 U.S.C. 901-950(b)), and to administer the loan and loan guarantee programs for Community Antenna Television facilities as authorized by the Consolidated Farm and Rural Development Act (7 U.S.C. 1921- 1995), and for which commitments were made prior to fiscal year 1993, including not to exceed $7,000 for financial and credit reports, funds for employment pursuant to the second sentence of section 706(a) of the Organic Act of 1944 (7 U.S.C. 2225), and not to exceed $103,000 for employment under 5 U.S.C. 3109, $37,795,000; of which $29,163,000 shall be derived by transfer from the Rural Electrification and Telephone Loans Program Account in this Act and $8,632,000 shall be derived by transfer from the Rural Telephone Bank Program Account in this Act: Provided, That none of the funds in this Act may be used to authorize the transfer of additional funds to this account from the Rural Telephone Bank: Provided further. That none of the salaries and expenses provided to the Rural Electrification Administration, and none of the responsibilities assigned by law to the Administrator of the Rural Electrification Administration may be reassigned or transferred to any other agency or office.
