PUBLIC LAW 102-368—SEPT. 23, 1992 106 STAT. 1135 gency Crop Loss Assistance pursuant to Public Law 101-624 (7 U.S.C. 1421 note), for Emergency Livestock Feed Assistance piirsuant to Public Law 100-387 (7 U.S.C. 1471 note), and for loan guarantees from the Rural Development Insurance Fund program (7 U.S.C. 1929a): Provided further. That if the total amount of funds made available under this Act and by Presidential designation in accordance with Public Law 102-229 is insufficient to result in payment to eiffected producers at the same proportionate rate as producers were paid by expenditure of the $995,000,000 made available by chapter III of Public Law 102-229, the Secretary of Agriculture may use such funds of the Commodity Credit Corporation as are necessary to make payments, to the maximum extent practicable, at the same proportionate rate: Provided further. That Congress hereby designates the entire amount providea herein as an emergency requirement for all purposes oi the Balanced Budget and Emergency Deficit Control Act of^1985. TREE ASSISTANCE PROGRAM For an additional amount for the "Commodity Credit Corporation Fund" to cover the costs arising from the consequences of natural disasters such as Hurricanes Andrew and Iniki or Typhoon Omar, $48,000,000 for the tree assistance program, to remain available through September 30, 1993: Provided, That such funds shall be used to fund the costs of replanting, reseeding, or repairing damage to commercial trees and seedlings, including orchard and nursery inventory: Provided further. That payments under this program shall be determined in accordance with Public Law 101- 624: Provided further. That Congress hereby designates this amount as an emergency requirement for all purposes of the Balanced Budget and Emergency Deficit Control Act of^1985. SOIL CONSERVATION SERVICE WATERSHED AND FLOOD PREVENTION OPERATIONS For an additional amount for "Watershed and flood prevention operations" to repair damages to the waterways and watersheds resulting from natural disasters such as Hurricanes Andrew and Iniki or Typhoon Omar, $62,000,000 of which $12,000,000 shall be available only to the extent an official budget request, for a specific dollar amount, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, is transmitted by the President to the Congress, to remain available through September 30, 1993, to carry out the Emergency Watershed Protection Program of the Soil (Jonservation Service: Provided, That Congress hereby designates this amount as an emergency requirement for all purposes of the Balanced Budget and Emergency Deficit Control Act of 1985. AGRICULTURAL STABILIZATION AND CONSERVATION SERVICE EMERGENCY CONSERVATION PROGRAM For an additional amount for the "Emergency conservation program" to repair damages to farmland resulting from natural disasters such as Hurricanes Andrew and Iniki or TVphoon Omar, $27,000,000, of which $10,500,000 shall be available only to the
