Contracts. (b)(1) Notwithstanding any other provision of law or regulation, the Secretary of the Navy is authorized and directed to increase the ceiling price of the T-AO 191 and 192 completion contract in the amount of $45,000,000 and maintain the same ceiling price to target cost ratio as in the existing contract (115 percent). Such increase shall be made upon the Contractor's execution of a full and final release discharging the Government, its officers, agents and employees from any liability for activities under, or associated with, the T-AO 191 and 192 completion contract occurring prior to the effective date of the Contract Modification resulting from this Act. (2) The Secretary of the Navy shall pay the contractor, within ten days of enactment of this Act, an amount equal to the difference between the total of the Contractor's incurred costs, properly cer-
