(a) REPEAL OF AUTHORITY To ESTABLISH SUPPLEMENTAL PLANS. —Section 1076a of title 10, United States Code, is amended— (1) in subsection (a)(l)— (A) by striking out "and supplemental" in the first sentence; and (B) by striking out the last sentence; (2) in subsection (b), by striking out paragraph (3); and (3) in subsection (d)— (A) by striking out paragraph (2); (B) by striking out (1)" before "A basic"; and (C) by redesignating subparagraphs (A) and (B) as paragraphs (1) and (2), respectively. (b) PREMIUM INCREASE AND SUBSIDY FOR JUNIOR ENUSTED PERSONNEL.—Subsection (b) of such section, as amended by subsection (a)(2), is further amended— (1) in paragraph (2), by striking out "$10" and inserting in lieu thereof "$20; and (2) 1w adding at the end the following new paragraph: "(3) The Secretary of Defense may reduce the monthly premium required to be paid under paragraph (2) in the case of^ enlisted members in pay grade E-1, EI-2, E-3, or E-4 if the Secretary determines that such a reduction is appropriate to assist such members to participate in a dental benefits plan established under subsection (a). The reduction in the amount of the premium may not exceed $10 per month.". (c) IMPROVEMENT IN BENEFITS.— Subsection (d) of such section, as amended by subsection (a)(3), is further amended— (1) by striking out "only" in the matter above paragraph (1); and (2) by adding at the end the following new paragraph: " (3) Orthodontic services, crowns, gold fillings, bridges, complete or partial dentures, and such other services as the Secretary of Defense considers to be appropriate.". (d) COPAYMENT FOR ADDITIONAL BENEFITS. —Subsection (e) of such section is amended to read as follows: " (e) COPAYMENTS.—^A member whose spouse or child receives care under a basic dental benefits plan shall— "(1) pay no charge for care described in subsection (d)(D; "(2) pay 20 percent of the charges for care described in subsection (d)(2); and "(3) pay a percentage of the charges for care described in subsection (d)(3) that is determined appropriate by the Secretary of Defense, after consultation with the other administering Secretaries.". (e) REPEAL OF ANNUAL LIMIT ON EXPENDITURES UNDER PRO- GRAM.— Such section is further amended by striking out subsection (h). (1) PROGRAM OF IMPROVED DEPENDENTS' DENTAL BENEFITS.— (1) The Secretary of Defense, after consulting with the other administering Secretaries, shall devise and implement a program for the improvement of the provision of dental benefits to dependents of members of the Armed Forces under section 1076a of title 10, United States Code.
