(b) TECHNOLOGY TRANSFER TO SMALL BUSINESSES. —(1) The 42 USC 726ib. Secretary of Energy shall establish a program to facilitate and encourage the transfer of technology to small businesses and shall issue guidelines relating to the program not later than May 1, 1993. (2) For the purposes of this subsection, the term "small business" means a ousiness concern that meets the applicable size standards prescribed pursuant to section 3(a) of the Small Business Act (15 U.S.C. 632(a)). (c) FUNDING.— Funds authorized to be appropriated to the Department of Energy and made available for laboratory directed research and development shall be available for cooperative research and development agreements or other arrangements for technology transfer. SEC. 3136. EXPANSION OF AUTHORnY TO LOAN PERSONNEL AND FACniTIES. (a) AUTHORITY TO LOAN PERSONNEL.—Subsection (a)(1) of section 1434 of the National Defense Authorization Act, Fiscal Year 1989 (Public Law 100-456; 102 Stat. 2074) is amended— (1) by inserting "(A)" after «(1)"; (2) in the first sentence, by striking out "or construction management at the Hanford Reservation, Washington," and all that follows through the period, and inserting in lieu thereof the following: "or construction management— "(i) at the Hanford Reservation, Washington, to loan personnel in accordance with this section to the community development organization known as the Tri-City Industrial Development Council serving Benton and Franklin Counties, Washington; and " (ii) at the Idaho National Engineering Laboratory, Idaho, to loan personnel in accordance with this section to any community-based organization. "; and (3) by striking out the second sentence and inserting in lieu thereof the following: "(B) Any loan under subparagraph (A) shall be for the purpose of assisting in the diversification of the local economy by reducing reliance by local communities on national security programs at the Hanford Reservation and the Idaho National Engineering Laboratory. ". (b) FUNDING.—Subsection (a)(3) of such section is amended by inserting after the first sentence the following: "In fiscal year 1993, the Secretary of Energy may not obligate or expend for loans of personnel under this section more than $125,000 with respect to the Hanford Reservation. In each of fiscal years 1993 and 1994, the Secretary of Energy may not obligate or expend for loans of personnel under this section more than $250,000 with respect to the Idaho National Engineering Laboratory. ". (c) AUTHORITY TO LOAN FACILITIES.—Subsection (b) of such section is amended by inserting "or the Idaho National Engineering Laboratory, Idaho," aft«r "Hanford Reservation, Washington,".
