TITLE XXXIV—CIVIL DEFENSE SEC. 3401. AUTHORIZATION OF APPROPRIATIONS. There is hereby authorized to be appropriated $142,565,000 for fiscal year 1993 for the purpose of carrying out the Federal Civil Defense Act of 1950 (50 U.S.C. App. 2251 et seq.). TITLE XXXV—PANAMA CANAL COMMISSION Panama Canal Commission SEC. 3501. SHORT TITLE. ict for SJ^ This title may be cited as the Tanama Canal Commission Year 1993. Authorization Act for Fiscal Year 1993". Subtitle A—Annual Authorization SEC. 3511. AUTHORIZATION OF EXPENDITURES. (a) IN GENERAL. —For fiscal year 1993, the Panama Canal Commission (subject to subsection (b)) may make such expenditures and, without regard to fiscal year limitations, may enter into such contracts and commitments, within the limits of fonds and borrowing authority available to it in accordance with law, as may be necessary under the Panama Canal Act of 1979 (22 U.S.C. 3601 et seq.) for the operation, maintenance, and improvement of the Panama Canal for fiscal year 1993. (b) LIMITATION ON ADMINISTRATIVE EXPENSES. — For fiscal year 1993, the Panama Canal Commission may expend from fiuids in the Panama Canal Revolving Fund not more than $51,156,000 for administrative expenses, of which not more than— (1) $12,000 may be used for official reception and representation expenses of the Supervisory Board of the Commission; (2) $6,000 may be used for official reception and representation expenses of the Secretary of the Commission; and (3) $34,000 may be used for official reception and representation expenses of the Administrator of the Commission. (c) PURCHASE OF PASSENGER VEHICLES.— Funds available to the Panama Canal Commission may be used for the purchase of passenger motor vehicles (including large heavy-duty vehicles) to be used to transport Commission personnel across the Isthmus of Panama. A passenger motor vehicle may be purchased with such funds only as necessary to replace another passenger motor vehicle of the Commission. No passenger motor vehicle may be purchased with such funds for a price in excess of $18,000. SEC. 3512. HEALTH CARE. Section 1321(e)(l) of the Panama Canal Act of 1979 (22 U.S.C. 3731) is amended by inserting after 'health care services" the following: "provided by medical facilities licensed and approved by the li^public of Panama (and not operated by the United States)". SEC. 3513. VESSEL TONNAGE MEASUREMENT. Section 1602(a) of the Panama Canal Act of 1979 (22 U.S.C. 3792) is amended in the first sentence by inserting ", or its equiva-
