information. PUBLIC LAW 102-567 —OCT. 29, 1992 106 STAT. 4283 SEC. 302. DEVELOPMENT OF DOLPHIN-SAFE METHODS OF TUNA FISH- ING. Section 2 of the National Oceanic and Atmospheric Administration Marine Fisheries Program Authorization Act (Public Law 98- 210; 97 Stat. 1409) is amended by adding at the end the following new subsection: "(d) Of the sums authorized under subsection (a) of this section, $1,000,000 for each of the fiscal years 1992 and 1993 are authorized to be appropriated for the purpose of developing dolphin-safe methods of locating and catching yellowfin tuna. Such authorization shall be in addition to moneys authorized under section 7 of the Act entitled 'An Act to improve the operation of the Marine Mammal Protection Act of 1972, and for other purposes', approved October 9, 1981 (16 U.S.C. 1384). Within six months after the date of Printing. enactment of this subsection, the Secretary, in cooperation with?"^J.^J^. the Inter-American Tropical Tuna Commission and after consulta- " """ tion with interested persons, shall publish a program plan for public comment that shall provide for— "(1) cooperative research to improve understanding of the behavioral association of dolphins and yellowfin tuna in the eastern tropical Pacific Ocean; "(2) development, testing, and implementation of new methods of locating and catching yellowfin tuna without the incidental taking of dolphins; and "(3) appropriate measures to ensure program participation and sharing of associated costs by each foreign government that conducts, or authorizes its nationals to conduct, yellowfin tuna fishing in the eastern tropical Pacific Ocean.**. SEC. 303. FISHERIES RESEARCH. Section 304(e) of the Magnuson Fishery Conservation and Management Act (16 U.S.C. 1854(e)) is amended by redesignating paragraphs (1), (2), and (3), and any reference thereto, as paragraphs (2), (3), and (4), respectively, and by inserting immediately after "FISHERIES RESEABCH.— " the following: "(1) The Secretary shall initiate and maintain, in cooperation with the Councils, a comprehensive program of fishery research to carry out and further the purposes, policy, and provisions of this Act. Such program shall be designed to acquire knowledge and information, including statistics, on fishery conservation and management and on the economics of the fisheries.". SEC 304. FISHERY FACILmES. Section llOl(k) of the Merchant Marine Act, 1936 (46 App. U.S.C. 1271(k)), is amended— (1) by striking "or" at the end of paragraph (1); (2) by adding "or" at the end of paragraph (2); and (3) by inserting immediately after paragraph (2) the following new paragraph: "(3) for aquaculture, including operations on land or elsewhere— "(A) any structure or appurtenance thereto designed for aquaculture; "(B) the land necessary for any such structure or appurtenance described in subparagraph (A); "(C) equipment which is for use in connection with any such structure or appurtenance and which is necessary
