Members may serve after the expiration of their terms until their successors have taken ofEice. (B) As used in this paragraph: "(i) The term 'full term* means a term of 3 years, "(ii) The term 'date of initial service' means, with respect to a member, the date on which the member is sworn m.". SEC. 402. DUTIES OF NATIONAL COUNCIL. (a) DUTIES. —Section 401(a) (29 U.S.C. 781(a)) is amended— (1) by striking paragraph (1) and inserting the foUovdng: "(1) provide advice to the Director with respect to the policies and conduct of the National Institute on Disability and Rehabilitation Research, including ways to improve research concerning individuals with disabilities and the methods of collecting and disseminating findings of such research;"; (2) by redesignating paragraphs (4), (5), (6), (7), and (8) as paragraphs (5), (6), (8), (9), and (10); (3) by inserting after paragraph (3) the following paragraph: ^4) provide advice regarding priorities for the activities of the Interagency Disability Coordinating Council and review the recommendations of such Council for legislative and administrative changes to ensure that such recommendations are consistent with the purposes of the Council to promote the full integration, independence, and productivity of individucds with disabilities;"; (4) in paragraph (5) (as so redesignated by paragraph (2) of this subsection)— (A) in subparagraph (A), by striking "all policies, programs, and activities and inserting "policies, programs, practices, and procedures"; (B) in subparagraph (B), by inserting "and regulations" after "statutes; and (C) in the matter following subparagraph (B), by striking "activities, and statutes" and inserting "practices, procedures, statutes, and regulations"; V (5) in paragraph (6) (as so redesignated by paragraph (2) of this subsection), by striking "and activities" and all that follows and inserting "practices, and procedures facilitate or impede the promotion or the policies set forth in subparagraphs (A) and (B) of section 400(a)(2);"; (6) by inserting after paragraph (6) (as redesignated by paragraph (2) of this subsection) the following paragraph: ^7) gather information about the implementation, effectiveness, and impact of the Americans with Disabilities Act of 1990 (42 U.S.(5.12101 et seq.);"; (7) in paragraph (8) (as so redesignated by paragraph (2) of this subsection), to read as follows: "(8) make recommendations to the President, the Congress, the Secretary, the Director of the National Institute on Disability and Rehabilitation Research, and other officials of Federal agencies, respecting ways to better promote the policies set forth in section 400(a)(2);"; (8) in paragraph (9) (as so redesignated by paragraph (2) of this subsection), to read as follows: Repo'^- "(9) not later than March 31 of each year, prepare and submit to the Congress and the President a report containing
