SECRETARIAL REPORT. 16 USC 470a (a) REPORT.— Not later than one year after the date of enact- "°*® ment of this Act, the Secretary of the Interior shall prepare and submit to the Congress a report on the manner in whicn properties are listed or determined to be eligible for listing on the National Register, including but not limited to, the appropriateness of the criteria used in determining such eligibility, and the effect, if any, of such listing or finding of eligibility. (b) PREPARATION. — In preparing the report, the Secretary shall consult with, and consider the views and comments of other Federal agencies, as well as interested individuals and public and private organizations, and shall include representative comments received as an appenduc to the report.
