(b) FEE FOR MULTIPLE USE OF HOUSING ASSISTANCE.—Subsection (a) of such section, as amended by subsection (a) of this section, is amended by adding at the end the following: (5)(A) Except as provided in subparagraph (B) of this paragraph, notwithstanding paragraphs (2) and (4) of this subsection, after a veteran has obtained an initial loan pursuant to section 3710 of this title, the amount of such fee with respect to anv additional loan obtained under this chapter by such veteran shall be 3 percent of the total loan amount. (B) Subparagraph (A) of this paragraph does not apply with respect to (i) a loan obtained by a veteran with a downpayment described in paragraph (2)(B), (2)(C), or (2)(D)(iii) of this subsection, and (ii) loans described in paragraph (2)(E) of this subsection. (C) This paragraph applies with respect to a loan closed after September 30, 1993, and before October 1, 1998.". (c) CONFORMING AMENDMENT. —Paragraph (2) of subsection (a) of such section is amended by striking out "paragraph (6)" and inserting in lieu thereof "paragraphs (4) and (5)". SEC. 12008. POLICY REGARDING COST-OF-LIVING ADJUSTMENT IN 38 USC 1101 COMPENSATION RATES. note. (a) POLICY.—The fiscal year 1994 cost-of-living adjustments in the rates of and limitations for compensation payable under chapter 11 of title 38, United States Code, and of dependency and indemnity compensation payable under chapter 13 of such title, except as provided in subsection (b) of this section, will be no more than a percentage equal to the percentage by which benefit amounts payable under title II of the Social Security Act (42 U.S.C. 401 et seq.) are increased effective December 1, 1993, as a result of a determination under section 215(i) of such Act (42 U.S.C. 415(i)), with all increased monthly rates and limitations (other than increased rates or limitations equal to a whole dollar amount) rounded down to the next lower dollar. (b) LIMITATION ON FISCAL YEAR 1994 COST-OF-LIVING ADJUST- MENT FOR CERTAIN DIC RECIPIENTS. —(1) During fiscal year 1994, the amount of any increase in any of the rates of dependency and indemnity compensation in effect under section 1311(a)(3) of title 38, United States Code, will not exceed 50 percent of the new law increase, rounded down (if not an even dollar amount) to the next lower dollar. (2) For purposes of paragraph (1), the new law increase is the amount by which the rate of^ dependency and indemnity compensation provided for recipients under section 1311(a)(l) of such title is increased for fiscal year 1994. SEC. 12009. LIMITATION REGARDING COST-OF-LIVING ADJUSTMENTS FOR MONTGOMERY GI BILL BENEFITS. (a) BENEFITS PAYABLE UNDER CHAPTER 30.—Section 3015(g) of title 38, United States Code, is amended— (1) by striking out "(1)" and all that follows through "(2)" and by redesignating subparagraphs (A) and (B) as paragraphs (1) and (2), respectively; and (2) in paragraph (2), as redesignated by paragraph (1) of this subsection, by striking out "subparagraph (A)" and inserting in lieu thereof "paragraph (1)".
