107 STAT. 66 PUBLIC LAW 103-23—APR. 16, 1993 (b) DEFINITION.— For puiposes of this section, the term "foreign firm" means a business entity that conducts business operations in the United States and is 51 percent or more owned and controlled by a foreign person or entity.
