PUBLIC LAW 103-119—OCT. 27, 1993 107 STAT. 1143 of October 1993 is designated as "National Down Syndrome Awareness Month". The President is authorized and requested to issue a proclamation calling upon the people of the United States to observe this month with the appropriate ceremonies and activities.
