108 STAT. 1768 PUBLIC LAW 103-317—AUG. 26, 1994 (1) a detailed plan for carrying out the pilot program required by subsection (c), including an estimate of the funds required for such purpose; and (2) a comprehensive DTS strategy plan that contains detailed plans and schedules for— (A) an overall DTS network configuration and security strategy; (B) transition of the existing dedicated circuits and classified transmission systems to the unclassified packet switch communications system; (G) provision of a basic level of voice service for all DTS customers; (D) funding of new initiatives and of replacement of current systems; (E) combining existing DTS network control centers, relay facilities, and overseas operations; and (F) reducing the extensive reliance of DTS-PO on the full-time services of contractors. RELATED AGENCIES ARMS CONTROL AND DISARMAMENT AGENCY ARMS CONTROL AND DISARMAMENT ACTIVITIES For necessary expenses not otherwise provided, for arms control and disarmament activities, $54,500,000, of which not less than $9,500,000 is available until expended only for activities related to the implementation of the Chemical Weapons Convention, and of which not to exceed $100,000 shall be for official reception and representation expenses as authorized by the Act of September 26, 1961, as amended (22 U.S.C. 2551 et seq.): Provided, That of the budgetary resources available in fiscal year 1995 in this account, $122,000 are permanently canceled: Provided further, That amounts available for procurement and procurement-related expenses in this account are reduced by such amount: Provided further. That as used herein, "procurement" includes all stages of the process of acquiring property or services, beginning with the process of determining a need for a product or services and ending with contract completion and closeout, as specified in 41 U.S.C. 403(2). COMMISSION FOR THE PRESERVATION OP AMERICA'S HERITAGE ABROAD SALARIES AND EXPENSES For expenses for the Commission for the Preservation of America's Heritage Abroad, $206,000, as authorized by Public Law 99- 83, section 1303. INTERNATIONAL TRADE COMMISSION SALARIES AND EXPENSES For necessary expenses of the International Trade Commission, including hire of passenger motor vehicles and services as authorized by 5 U.S.C. 3109, and not to exceed $2,500 for official reception
