JOINT AVIATION RESEARCH AND DEVELOPMENT PROGRAM. (a) ESTABLISHMENT. —The Administrator, in consultation with the heads of other appropriate Federal agencies, shall jointly establish a program to conduct research on aviation technologies that enhance United States competitiveness. The program shall include— (1) next-generation satellite communications, including global positioning satellites; (2) advanced airport and airplane security; (3) environmentally compatible technologies, including technologies that limit or reduce noise and air pollution; (4) advanced aviation safety programs; and (5) technologies and procedures to enhance and improve airport and airway capacity. (b) PROCEDURES FOR CONTRACTS AND GRANTS. — The Administrator and the heads of the other appropriate Federal agencies shall administer contracts and grants entered into under the program established under subsection (a) in accordance with procedures developed jointly by the Administrator and the heads of
