The Government of Nicaragua may assume the obligation of the Central American Institute of Business Administration (INCAE) to make payment to the United States under a loan made to INCAE pursuant to an Alliance for Progress Loan Agreement dated April 25, 1972: Provided, That such payment shall be for the cost, as defined in section 13201 of the Budget Enforcement Act of 1990, of such obligation and shall relieve INCAE of any further liability to the United States for payment of interest and principal under such loan notwithstanding section 620(r) of the Foreign Assistance Act of 1961. MONGOLIA SEC. 573. Section 620(f) of the Foreign Assistance Act of 1961 22 USC 2370. is amended by striking "Mongolian People's Republic." from the list contained therein. REPORT ON COMPLIANCE WITH COMMITMENTS SEC. 574. Section 804(b) of title VIII of Public Law 101-246 (PLO Commitments Compliance Act of 1989) is amended— 104 Stat. 78. (1) in paragraph (9) by striking "; and" and inserting in lieu thereof";"; (2) by striking the period at the end of paragraph (10) and inserting in lieu thereof"; and"; and (3) by adding the following new paragraph: "(11) measures taken by the PLO to prevent acts of terrorism, crime and hostilities and to legally punish offenders, as called for in the Gaza-Jericho agreement of May 4, 1994.". WAR CRIMES TRIBUNALS SEC. 575. If the President determines that doing so will contribi ute to a just resolution of charges regarding genocide or other ' violations of international humanitarian law, the authority of section 552(c) of the Foreign Assistance Act of 1961, as amended, may be used to provide up to $25,000,000 of commodities and services to the United Nations War Crimes Tribunal established with regard to the former Yugoslavia by the United Nations Security Council or such other tribunals or commissions as the Council may establish to deal with such violations, without regard to the ceiling limitation contained in paragraph (2) thereof: Provided, That the determination required under this section shall be in lieu of any determinations otherwise required under section 552(c): Pro- Reports. vided further, That 60 days after the date of enactment of this 22 USC 2656 Act, and every 180 days thereafter, the Secretary of State shall submit a report to the Committees on Appropriations describing the steps the United States Government is taking to collect information regarding allegations of genocide or other violations of international law in the former Yugoslavia and to furnish that information to the United Nations War Crimes Tribunal for the former Yugoslavia.
