SEC. 180103. RURAL DRUG ENFORCEMENT TRAINING. (a) SPECIALIZED TRAINING FOR RURAL OFFICERS. — The Director of the Federal Law Enforcement Training Center shall develop a specialized course of instruction devoted to training law enforcement officers from rural agencies in the investigation of drug trafficking and related crimes. (b) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated to carry out subsection (a)— (1) $1,000,000 for fiscal year 1996; (2) $1,000,000 for fiscal year 1997; (3) $1,000,000 for fiscal year 1998; (4) $1,000,000 for fiscal year 1999; and (5) $1,000,000 for fiscal year 2000. There are authorized to be appropriated for the hiring of additional Drug Enforcement Administration agents— (1) $12,000,000 for fiscal year 1996; (2) $20,000,000 for fiscal year 1997; (3) $30,000,000 for fiscal year 1998; (4) $40,000,000 for fiscal year 1999; and (5) $48,000,000 for fiscal year 2000. DRUG FREE TRUCK STOPS AND SAFETY REST AREAS. 2l°USC 801 note (^i) SHORT TITLE. —This section may be cited as the "Drug Free Truck Stop Act". (b) AMENDMENT TO CONTROLLED SUBSTANCES ACT.— (1) IN GENERAL.— Part D of the Controlled Substances Act (21 U.S.C. 801 et seq.) is amended by inserting after section 408 the following new section: "TRANSPORTATION SAFETY OFFENSES 21 USC 849. «SEC. 409. (a) DEFINITIONS.— In this section— "'safety rest area' means a roadside facility with parking facilities for the rest or other needs of motorists.
