108 STAT. 4680 PUBLIC LAW 103-446—NOV. 2, 1994 should be appropriated to the Secretary of Veterans Affairs for programs to assist homeless veterans that are administered by tnat Secretary; (2) of the Federal grants made available to assist community organizations that assist homeless individuals, a share of such grants more closely approximating the proportion of the population of homeless individuals who are veterans shoiild be provided to community organizations that provide assistance primarily to homeless veterans; and (3) the Secretary of Veterans Affairs should take such actions as are necessary to ensure that Federal agencies that provide assistance, either directly or indirectly, to homeless mdividuals, including homeless veterans, are aware of and encouraged to make appropriate referrals to feicilities of the Department of Veterans Attairs for benefits and services, such as health care, substance abuse treatment, coimseling, and income assistance. TITLE XI—REDUCTIONS IN DEPART- MENT OF VETERANS AFFAIRS PER- SONNEL 38 USC 712 SEC. 1101. FINDINGS. Congress makes the following findings: (1) Under proposals for national health care reform, the Department of Veterans Affairs will be required to provide health care services to veterans on a competitive basis with other health care providers. (2) The elimination of positions fix)m the Department that the Office of Management and Budget has scheduled to occur in fiscal years 1995 through 1999 would prevent the Department fix)m meeting the responsibliities of the Department to provide health care to veterans under law and from maintaining the quahty of health care that is currently provided to veterans. SEC. 1102. REQUIREMENT FOR MINIMUM NUMBER OF FULL-TIME EQUIVALENT POSITIONS. (a) IN GEhfERAL. —Chapter 7 is amended by adding at the end the following new section: ^§712. Fvill-time equivalent positions: limitation on reduction "(a) Notwithstanding any other provision of law, the number of fiili-time equivalent positions in the Department of Veterans Affairs during the period beginning on the date of the enactment of this section and ending on September 30, 1999, may not (except as provided in subsection (c)) be less than 224,377. "(b) In determining the number of full-time equivalent positions in the Department of Veterans Affairs during a fiscal year for purposes of ensuring under section 5(b) of the Federal Workforce Restructuring Act of 1994 (Public Law 103-226; 108 Stat. 115; 5 U.S.C. 3101 note) that the total number of full-time equivalent positions in all agencies of the Federal Government during a fiscal year covered by that section does not exceed the limit prescribed for that fiscal year under that section, the total number of full-
