SEC. 1104. STUDY. (a) REQUIREMENT. — The Secretary of Veterans Affairs shall enter into an agreement with an appropriate non-Federal entity under which the entity shall cany out a study of the feasibihty and advisability of alternative organizational structures, such as the estabhshment of a wholly-owned Cjovernment corporation or a Government-sponsored enterprise, for the effective provision of health care services to veterans. (b) SUBMISSION OF REPORT.— The Secretary shall submit to the Committees on Veterans' Affairs of the Senate and House of Representatives a report on the study required under subsection (a). The report shall be submitted not later than one year after the date of the enactment of this Act. (c) AUTHORIZATION OF FUNDS. —There is hereby authorized to be appropriated for the Department of Veterans Affairs the sum of $1,000,000 for the piuposes of carrying out the study required under subsection (a). AMENDMENTS TO TITLE 38, UNITED STATES CODE. (a) REFERENCES TO "SECRETARY AND DEPARTMENT^. — Title 38, United States Code, is amended as follows: (1) Paragraph (1) of section 101 is amended to read as follows: "(1) The terms 'Secretary' and 'Department' mean the Secretary of Veterans Affairs and the Department of Veterans Affairs, respectively.". (2) Section 1532(c) is amended by striking out "Secretary" and inserting in heu thereof "Veterans' Administration". (3) Section 3745(a) is amended by striking out "Secretary" after "consult with the" and inserting in lieu thereof "Administrator". (4) Section 4102A(e) is amended by striking out "Regional Secretary" both places it appears and inserting in lieu thereof "Regional Administrator". (5) Section 4110(d)(9) is amended by striking out "Secretary of the Small Business Administration" and inserting in lieu thereof "Administrator of the Small Business Administration". (b) REFERENCES TO DEPARTMENT OF MEDICINE AND SURGERY.— (1) The following sections of title 38, United States Code, are amended by striking out "Department of Medicine and Surgery" each place it appears and inserting in lieu thereof "Veterans Health Administration": sections 3120(a), 3120(f), 3121(a)(3), 7603(a), 7603(c)(1)(B), 7604(1)(B), 7604(2)(D), 7612(c)(l)(B), 7615, 7616(b)(2), 7616(c), 7622(b)(l), 7622(c)(2)(A), 7623(b), 7635(a)(l), 7635(a)(2), and 8110(a). (2) Section 7622(c)(2)(B) of such title is amended by striking out "such Department" and inserting in lieu thereof "me Veterans Health Administration".
