"(ii) FACTORS TO CONSIDER.—In making the evaluation under clause (i), the Commission shall consider, among other factors it considers relevant— "(I) the timing and the volume of the imports, "(II) a rapid increase in inventories of the imports, and "(III) any other circumstances indicating that the remedial effect of the antidumping order will be seriously undermined.". Federal SEC. 216. PROVISIONAL MEASURES. puSication. (a) COUNTERVAIUNG DUTIES. — (1) SUSPENSION OF LIQUIDATION.—Section 703(d) (19 U.S.C. 1671b(d)) is amended— (A) in paragraph (1), by striking "warehouse" and all that follows througn "Register," and inserting "warehouse, for consumption on or after the later of— "(A) the date on which notice of the determination is published in the Federal Register, or "(B) the date that is 60 days after the date on which notice of the determination to initiate the investigation is pubhshed in the Federal Register,"; and (B) by adding at the end the following: "The instructions of the administering authority under paragraphs (1) and (2) may not remain in effect for more than 4 months.". (2) CRITICAL CIRCUMSTANCES CASES.—Section 703(e)(2) (19 U.S.C. 1671b(e)(2)) is amended by striking "warehouse, for consimiption on or after the date which is 90 days before the date on which suspension of Uquidation was first ordered." and inserting "warehouse, for consumption on or sifter the later of— "(A) the date which is 90 days before the date on which the suspension of Uquidation was first ordered, or "(B) the date on which notice of the determination to initiate the investigation is published in the Federal Register.". (b) ANTIDLI^PING DUTIES. — (1) SUSPENSION OF UQUIDATION. —Section 733(d) (19 U.S.C. 1673b(d)) is amended— (A) in paragraph (1), by striking "warehouse" and all that follows througn "Register," and iosertlng "warehouse, for consumption on or after the later of— "(A) the date on which notice of the determination is pubhshed in the Federal Register, or "(B) the date that is 60 days after the date on which notice of the determination to initiate the investigation is published in the Federal Register,"; and (B) by adding at the end the following: "The instructions of the administering authority under paragraphs (1) and (2) may not remain in effect for more than 4 months, except that the administering authority may, at the request of exporters representing a significant proportion of exports of the
