The Federal Seed Act (7 U.S.C. 1551 et seq.) is amended— (1) in section 301(a) (7 U.S.C. 1581(a))— (A) by striking "(a)"; (B) in paragraph (1), by striking ", or is required to be stained and is not so stained, under the terms of this title,; (C) by striking psiragraph (3); and (D) by redesignating paragraphs (4) and (5) as paragraphs (3) and (4), respectively; (2) in section 302 (7 U.S.C. 1582)— (A) in subsection (a), by striking "staining," both places it appears; and (B) by striking subsection (e); (3) by striking section 303 (7 U.S.C. 1585) and inserting the following new section: "SEC. 303. CERTAIN SEEDS NOT ADAPTED FOR GENERAL AGRICUL- TURAL USE. "Whenever the Secretary of Agriculture, after a public hearing, determines that seed of alfalfa or red clover from any foreign country is not adapted for general agricultural use in the United States, the Secretary shall publish the determination and the reasons for the determination."; and (4) in section 304 (7 U.S.C. 1586)— (A) in subsection (a)— (i) by inserting "or" at the end of paragraph (2); (ii) by striking the semicolon at the end ot paragraph (3) and inserting a period; and (iii) by striking paragraphs (4) through (7); (B) by stnking subsection (b); and (C) by redesignating subsection (c) as subsection (b). Subtitle D—General Effective Date SEC. 451. GENERAL EFFEC^nVE DATE. 19 USC 3601 Except as otherwise provided in this title, this title, and the "° ® amendments made by this title, shall take effect on the date of entry into force of the WTO Agreement with respect to the United States. TITLE V—INTELLECTUAL PROPERTY SEC. 501. DEFINrnON. 17 USC 101 note. For purposes of this title— (1) the term "WTO Agreement" has the meaning given that term in section 2(9) of the Uruguay Round Agreements Act; and (2) the term "WTO member country" has the meaning given that term in section 2(10) of the Uruguay Round Agreements Act.
