OUNCE OF PREVENTION COUNCIL 108 Stat. 1778. Under this heading in Public Law 103-317, after the word "grants", insert the following: "and administrative expenses". After the word "expended", insert the following: ": Provided, That the Council is authorized to accept, hold, administer, and use gifts, both real and personal, for the purpose of aiding or facilitating the work of the Council". GENERAL ADMINISTRATION WORKING CAPITAL FUND (RESCISSION) Of the unobligated balances in the Working Capital Fund, $5,500,000 are rescinded.
