DISASTER RELIEF EMERGENCY CONTINGENCY FUND
For necessary expenses in carrying out the functions of the
Robert T. Stafford Disaster Relief and Emergency Assistance Act
(42 U.S.C. 5121 et seq.), $3,275,000,000, to become available on
October 1, 1995, and remain available until expended: Provided,
That such amount shall be available only to the extent that an
official budget request for a specific dollar amount, that includes
designation of the entire amount of the request as an emergency
requirement as defined in the Balanced Budget and Emergency
Deficit Control Act of 1985, as amended, is transmitted by the
President to Congress: Provided further, That such amount is designated by Congress as an emergency requirement pursuant to
section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended.
NATIONAL FLOOD INSURANCE FUND

(TRANSFER OF FUNDS)
Of the funds available from the National Flood Insurance Fund
for activities under the National Flood Insurance Reform Act of
1994, an additional amount not to exceed $331,000 shall be transferred as needed to the "Salaries and expenses" appropriation for
flood mitigation and flood insurance operations, and an additional
amount not to exceed $5,000,000 shall be transferred as needed
to the "Emergency management planning and assistance" appropriation for flood mitigation expenses pursuant to the National
Flood Insurance Reform Act of 1994.

(RESCISSION)
Of the funds made available under this heading in Public
Law 103-327, $50,000,000 are rescinded: Provided, That section
509 of the general provisions carried in title V of Public Law
103-327 regarding personnel compensation and benefits expenditures shall not apply to the funds provided under this heading
in such Act.

CONSTRUCTION, MAJOR PROJECTS
(RESCISSION) Of the funds made available under this heading in Public Law 103-327 and prior years, $31,000,000 are rescinded.
