(11) Section 1599(e)(2) is amended— (A) in subparagraph (A), by striking out "The Committees on Armed Services and Appropriations" and inserting in lieu thereof "The Committee on National Security, the Committee on Appropriations,"; and (B) in subparagraph (B), by striking out "The Committees on Armed Services and Appropriations" and inserting in lieu thereof "The Committee on Armed Services, the Committee on Appropriations,". (12) Sections 4355(a)(3), 6968(a)(3), and 9355(a)(3) are amended by striking out "Armed Services" and inserting in lieu thereof "National Security". (13) Section 1060(d) is amended by striking out "Committee on Armed Services and the Committee on Foreign Affairs" and inserting in lieu thereof "Committee on National Security and the Committee on International Relations". (14) Section 2215 is amended— (A) by inserting "(a) CERTIFICATION REQUIRED. —" at the beginning of the text of the section; (B) by striking out "to the Committees" and all that follows through "House of Representatives" and inserting in lieu thereof "to the congressional committees specified in subsection (b)"; and (C) by adding at the end the following: "(b) CONGRESSIONAL COMMITTEES.— The committees referred to in subsection (a) are— "(1) the Committee on Armed Services and the Committee on Appropriations of the Senate; and "(2) the Committee on National Security and the Committee on Appropriations of the House of Representatives.". (15) Section 2218 is amended— (A) in subsection (j), by striking out "the Committees on Armed Services and on Appropriations of the Senate
