(f) COMPLIANCE AND PROGRAM COORDINATION.—Subject to subsection (h), funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1996 for compliance and program coordination in carrying out environmental restoration and waste management activities necessary for national security programs in the amount of $46,251,000, to be allocated as follows: (1) For operation and maintenance, $31,251,000. (2) For the following plant project (including maintenance, restoration, planning, construction, acquisition, modification of facilities, and the continuation of a project authorized in prior years, and land acquisition related thereto): Project 95-E-600, hazardous materials training center, Richland, Washington, $15,000,000. (g) ANALYSIS, EDUCATION, AND RISK MANAGEMENT.—Subject to subsection (h), funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1996 for analysis, education, and risk management in carrying out environmental restoration and waste management activities necessary for national security programs in the amount of $78,522,000. (h) ADJUSTMENTS.— The total amount authorized to be appropriated pursuant to this section is the sum of the amounts specified in subsections (a) through (g) reduced by the sum of— (1) $652,334,000, for use of prior year balances; and (2) $37,000,000, for Savannah River Pension Refund. SEC. 3103. OTHER DEFENSE ACTIVmES. (a) OTHER DEFENSE ACTIVITIES. — Subject to subsection (b), funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1996 for other defense activities in carrying out programs necessary^ for national security in the amount of $1,351,975,600, to be allocated as follows: (1) For verification and control technology, $428,205,600, to be allocated as follows:
