(b) The prohibition contained in subsection (a) shall not apply to funds made available to implement a cease-fire or peace agreement. (c) Any funds made available pursuant to subsections (a) or (b) shall be subject to the regular notification procedures of the Committees on Appropriations. (d) Any funds made available pursuant to subsections (a) and (b) for international military education and training may only be for expanded international military education and training. EXTENSION OF TIED AID CREDIT PROGRAM SEC. 579. (a) Section 10(c)(2) of the Export-Import Bank Act of 1945 (12 U.S.C. 635i-3(c)(2) is amended by striking "1995" and inserting "1997". (b) Section 10(e) of the Export-Import Bank Act of 1945 (12 U.S.C. 635i-3(e)) is amended by striking "1993, 1994, and 1995" and inserting "1996 and 1997". MORATORIUM ON USE OF ANTIPERSONNEL LANDMINES SEC. 580. (a) UNITED STATES MORATORIUM.—For a period of one year beginning three years after the date of enactment of this Act, the United States shall not use antipersonnel landmines except along internationaly recognized national borders or in demilitarized zones within a perimeter marked area that is monitored by military personnel and protected by adequate means to ensure the exclusion of civilians. (b) DEFINITION AND EXEMPTIONS.— For the purposes of this section: (1) ANTIPERSONNEL LANDMINE.—The term "antipersonnel landmine" means any munition placed under, on, or near the ground or other surface area, delivered by artillery, rocket, mortar, or similar means, or dropped from an aircraft and which is designed, constructed or adapted to be detonated or exploded by the presence, proximity, or contact of a person. (2) EXEMPTIONS. — The term "antipersonnel landmine" does not include command detonated Claymore munitions. EXTENSION OF AU PAIR PROGRAMS SEC. 581. Section 8 of the Eisenhower Exchange Fellowship Act of 1990 is amended in the last sentence by striking "fiscal 104 Stat. 1065. year 1995" and inserting "fiscal year 1996". SANCTIONS AGAINST COUNTRIES HARBORING WAR CRIMINALS SEC. 582. (a) BILATERAL ASSISTANCE.— Funds appropriated by this Act under the Foreign Assistance Act of 1961 or the Arms Export Control Act may not be provided for any country described in subsection (c). (b) MULTILATERAL ASSISTANCE.— The Secretary of the Treasury shall instruct the United States executive directors of the international financial institutions to work in opposition to, and vote against, any extension by such institutions of financing or financial or technical assistance to any country described in subsection (c).
