"(c) STATE ADVISORY BOARD.— The Secretary shall encourage each State receiving commodities under this Act to establish a State advisory board consisting of representatives of all entities in the State, both public and private, interested in the distribution of commodities received under this Act.". (c) AUTHORIZATION OF APPROPRIATIONS FOR ADMINISTRATIVE FUNDS. —Section 204(a)(1) of the Emergency Food Assistance Act of 1983 (Public Law 98-8; 7 U.S.C. 612c note) is amended— (1) in the first sentence, by striking "for State and local" and all that follows through "under this title" and inserting "to pay for the direct and indirect administrative costs of the States related to the processing, transporting, and distributing to eligible recipient agencies of commodities provided by the Secretary under this Act and commodities secured from other sources"; and (2) by striking the fourth sentence. (d) DELIVERY OF COMMODITIES. —Section 214 of the Emergency Food Assistance Act of 1983 (Public Law 98-8; 7 U.S.C. 612c note) is amended— (1) by striking subsections (a) through (e) and (j); (2) by redesignating subsections (f) through (i) as subsections (a) through (d), respectively; (3) in subsection (b), as redesignated by paragraph (2)— (A) in the first sentence, by striking "subsection (f) or subsection (j) if applicable," and inserting "subsection (a),"; and (B) in the second sentence, by striking "subsection (f)" and inserting "subsection (a)"; (4) by striking subsection (c), as redesignated by paragraph (2), and inserting the following: " (c) ADMINISTRATION.— "(1) IN GENERAL. —Commodities made available for each fiscal year under this section shall be delivered at reasonable intervals to States based on the grants calculated under subsection (a), or reallocated under subsection (b), before December 31 of the following fiscal year. "(2) ENTITLEMENT.— Each State shall be entitled to receive the value of additional commodities determined under subsection (a)."; and (5) in subsection (d), as redesignated by paragraph (2), by striking "or reduce" and all that follows through "each fiscal year". (e) TECHNICAL AMENDMENTS.— The Emergency Food Assistance Act of 1983 (Public Law 98-8; 7 U.S.C. 612c note) is amended— (1) in the first sentence of section 203B(a), by striking "203 and 203A of this Act" and inserting "203A"; (2) in section 204(a), by striking "title" each place it appears and inserting "Act"; (3) in • the first sentence of section 210(e), by striking "(except as otherwise provided for in section 214(j))"; and (4) by striking section 212. (f) REPORT ON EFAP.—Section 1571 of the Food Security Act of 1985 (Public Law 99-198; 7 U.S.C. 612c note) is repealed.
