SEC. 352. REPORTING REQUIREMENTS UNDER DEMONSTRATION PROJECT FOR PURCHASE OF FIRE, SECURITY, POLICE, PUBLIC WORKS, AND UTILITY SERVICES FROM LOCAL GOVERNMENT AGENCIES. Section 816(b) of the National Defense Authorization Act for Fiscal Year 1995 (Public Law 103-337; 108 Stat. 2820) is amended by striking out ", 1996" and inserting in lieu thereof "of each of the years 1997 and 1998". Subtitle F—Other Matters SEC. 361. AUTHORITY FOR USE OF APPROPRIATED FUNDS FOR RECRUITING FUNCTIONS. (a) AUTHORITY. —Chapter 31 of title 10, United States Code, is amended by adding at the end the following new section:

    • § 520c. Recruiting functions: use of funds

"(a) PROVISION OF MEALS AND REFRESHMENTS.—Under regula- Regulations, tions prescribed by the Secretary concerned, funds appropriated to the Department of Defense for recruitment of military personnel may be expended for small meals and refreshments during recruiting functions for the following persons: "(1) Persons who have enlisted under the Delayed Entry Program authorized by section 513 of this title. "(2) Persons who are objects of armed forces recruiting efforts. "(3) Persons whose assistance in recruiting efforts of the military departments is determined to be influential by the Secretary concerned. "(4) Members of the armed forces and Federal employees when attending recruiting events in accordance with a requirement to do so. "(5) Other persons whose presence at recruiting efforts will contribute to recruiting efforts. "(b) ANNUAL REPORT. —Not later than February 1 of each of the years 1998 through 2002, the Secretary of Defense shall submit to Congress a report on the extent to which the authority under subsection (a) was exercised during the fiscal year ending in the preceding year. "(c) TERMINATION OF AUTHORITY.—The authority in subsection (a) may not be exercised after September 30, 2001.". (b) CLERICAL AMENDMENT. —The table of sections at the beginning of such chapter is amended by adding at the end the following new item: "520c. Recruiting functions: use of funds.". SEC. 362. TRAINING OF MEMBERS OF THE UNIFORMED SERVICES AT NON-GOVERNMENT FACILITIES. (a) AUTHORITY TO ENTER INTO AGREEMENTS FOR TRAINING AT NON-GOVERNMENT FACILITIES. —(1) Chapter 101 of title 10, United States Code, is amended by adding at the end the following new section:
