(a) HUMAN RELATIONS TRAINING. — (1) The Secretary of Defense shall ensure that the Secretary of each military department conducts ongoing programs for human relations training for all members of the Armed Forces under the jurisdiction of the Secretary. Matters to be covered by such training include race relations, equal opportunity, opposition to gender discrimination, and sensitivity to "hate group" activity. Such training shall be provided during basic training (or other initial military training) and on a regular basis thereafter. (2) The Secretary of Defense shall also ensure that unit commanders are aware of their responsibilities in ensuring that impermissible activity based upon discriminatory motives does not occur in units under their command. (b) INFORMATION TO BE PROVIDED TO PROSPECTIVE RECRUITS. — The Secretary of Defense shall ensure that each individual preparing to enter an officer accession program or to execute an original enlistment agreement is provided information concerning the meaning of the oath of office or oath of enlistment for service in the Armed Forces in terms of the equal protection and civil liberties guarantees of the Constitution, and each such individual shall be informed that if supporting those guarantees is not possible personally for that individual, then that individual should decline to enter the Armed Forces. (c) ANNUAL SURVEY.—(1) Section 451 of title 10, United States Code, is amended to read as follows: §451. Race relations, gender discrimination, and hate group activity: annual survey and report "(a) ANNUAL SURVEY.— The Secretary of Defense shall carry out an annual survey to measure the state of racial, ethnic, and gender issues and discrimination among members of the Armed Forces serving on active duty and the extent (if any) of activity among such members that may be seen as so-called 'hate group' activity. The survey shall solicit information on the race relations and gender relations climate in the Armed Forces, including— "(1) indicators of positive and negative trends of relations among all racial and ethnic groups and between the sexes; "(2) the effectiveness of Department of Defense policies designed to improve race, ethnic, and gender relations; and "(3) the effectiveness of current processes for complaints on and investigations into racial, ethnic, and gender discrimination. "(b) IMPLEMENTING ENTITY.—The Secretary shall carry out each annual survey through the entity in the Department of Defense known as the Armed Forces Survey on Race/Ethnic Issues. "(c) REPORTS TO CONGRESS. —Upon completion of each annual survey under subsection (a), the Secretary shall submit to Congress a report containing the results of the survey.". (2) The item relating to such section in the table of sections at the beginning of chapter 22 of such title is amended to read as follows: "451. Race relations, gender discrimination, and hate group activity: annual survey and report.".
