(a) EXTENSION OF EXPENDITURE AUTHORITY.—Paragraph (1) 26 USC 9502. of section 9502(d) of the Internal Revenue Code of 1986 is amended by striking "October 1, 1996" and inserting "October 1, 1998". (b) EXTENSION OF TRUST FUND PURPOSES.—Subparagraph (A) of section 9502(d)(l) of such Code is amended by inserting Ibefore the semicolon at the end "or the Federal Aviation Reauthorization Act of 1996". SHORT TITLE. 49 USC 40101 Tiiig title may be cited as the "FAA Research, Engineering, • and Development Management Reform Act of 1996". SEC. 1102. AUTHORIZATION OF APPROPRIATIONS. Section 48102(a) is amended— (1) by striking "and" at the end of paragraph (IXJ); (2) by striking the period at the end oi paragraph (2)(J) and inserting in lieu thereof"; and"; and (3) by adding at the end the folloMong: "(3) for fiscal year 1997— "(A) $13,660,000 for system development and infirastructure projects and activities; "(B) $34,889,000 for capacity and air traffic management technology projects and activities; "(C) $19,000,000 for communications, navigation, and surveillance projects and activities; "(D) $13,0()0,000 for weather projects and activities: "(E) $5,200,000 for airport technology projects and activities; " (F) $36,504,000 for aircraft safety technology projects and activities; "(G) $57,055,000 for system security technology projects and activities; "(H) $23,504,000 for human factors and aviation medicine projects and activities; (I) $3,600,000 for environment and energy projects and activities; and "(J) $2,000,000 for innovative/cooperative research projects and activities.". SEC. 1103. RESEARCH PRIORITIES. Section 48102(b) is amended— (1) by redesignating paragraph (2) as paragraph (3); and (2) by striking "AVAILABILITY FOR RESEARCH.— (1)" and inserting in lieu thereof "RESEARCH PRIORITIES. —(1) The Administrator shall consider the advice and recommendations of the research advisory committee established by section 44508 of this title in establishing priorities among major categories
