(2) RETROACTIVE APPLICABILITY.— Notwithstanding section 514 of the Tariff Act of 1930 (19 U.S.C. 1514) or any other provision of law, upon proper request filed with the Customs Service on or before the 90th day after the date of the enactment of this Act, the entry of any article described in heading 9902.70.03 of the Harmonized Tariff Schedule of the United States (as amended by subsection (a))— (A) which was made after January 1, 1995, and before the 15th day after the date of the enactment of this Act; and (B) with respect to which there would have been no duty if the amendment made by this section applied to such entry, shall be liquidated or reliquidated as though such entry had been made on the 15th day after the date of the enactment of this Act. SEC. 57. TEMPORARY SUSPENSION OF DUTY ON DEMT. (a) IN GENERAL. — Subchapter II of chapter 99 of the Harmonized Tariff Schedule of the United States is amended by inserting in numerical sequence the following new heading: 9902.32.12 N,N-Diethylm-toluidine (DEMT) (CAS No. 91- 67-8) (provided for in subheading 2921.43.80) Free No change No change On or before 12/3y 98
