(d) FUNDING. —There is authorized to be appropriated to carry out this section $17,000,000. SEC. 362. TETON COUNTY, WYOMING. Section 840 of the Water Resources Development Act of 1986 (100 Stat. 4176) is amended— (1) by striking ": Provided, That" and inserting "; except that"; (2) by striking "in cash or materials" and inserting ", through providing in-kind services or cash or materials,"; and (3) by adding at the end the following: "In carrying out this section, the Secretary may enter into agreements with the non-Federal sponsor permitting the non-Federal sponsor to perform operation and maintenance for the project on a cost-reimbursable basis.". SEC. 363. PROJECT REAUTHORIZATIONS. (a) GRAND PRAIRIE REGION AND BAYOU METO BASIN, ARKANSAS.— The project for flood control, Grand Prairie Region and Bayou Meto Basin, Arkansas, authorized by section 204 of the Flood Control Act of 1950 (64 Stat. 174) and deauthorized pursuant to section 1001(b) of the Water Resources Development Act of 1986 (33 U.S.C. 579a(b)), is authorized to be carried out by the Secretary; except that the scope of the project includes ground water protection and conservation, agricultural water supply, and waterfowl management if the Secretary determines that the change in the scope of the project is technically sound, environmentally acceptable, and economic, as applicable. (b) WHITE RIVER, ARKANSAS. —The project for navigation. White River Navigation to Batesville, Arkansas, authorized by section 601(a) of the Water Resources Development Act of 1986 (100 Stat. 4139) and deauthorized by section 52(b) of the Water Resources Development Act of 1988 (102 Stat. 4044), is authorized to be carried out by the Secretary. (c) DES PLAINES RIVER, ILLINOIS.— The project for wetlands research, Des Plaines River, Illinois, authorized by section 45 of the Water Resources Development Act of 1988 (102 Stat. 4041) and deauthorized pursuant to section 1001(b) of the Water Resources Development Act of 1986 (33 U.S.C. 579a(b)), is authorized to be carried out by the Secretary. (d) ALPENA HARBOR, MICHIGAN. —The project for navigation, Alpena Harbor, Michigan, authorized by section 301 of the River and Harbor Act of 1965 (79 Stat. 1090) and deauthorized pursuant to section 1001(b) of the Water Resources Development Act of 1986 (33 U.S.C. 579a(b)), is authorized to be carried out by the Secretary.
