Ill STAT. 1254 PUBLIC LAW 105-57—OCT. 9, 1997 "(9) The term 'plant' means any member of the plant kingdom in a wild, unconflned state, including any plant community, seed, root, or other part of a plant. "(10) The terms 'purposes of the refuge' and 'purposes of each refuge' mean the purposes specified in or derived from the law, proclamation, executive order, agreement, public land order, donation document, or administrative memorandum establishing, authorizing, or expanding a refuge, refuge unit, or refuge subunit. "(11) The term 'refuge' means a designated area of land, water, or an interest in land or water within the System, but does not include Coordination Areas. "(12) The term 'Secretary' means the Secretary of the Interior. "(13) The terms 'State' and 'United States' mean the several States of the United States, Puerto Rico, American Samoa, the Virgin Islands, Guam, and the territories and possessions of the United States. "(14) The term 'System' means the National Wildlife Refuge System designated under section 4(a)(1). "(15) The terms 'take', 'taking', and 'tsiken' mean to pursue, hunt, shoot, capture, collect, or kill, or to attempt to pursue, hunt, shoot, capture, collect, or kill.". (b) CONFORMING AMENDMENT.— Section 4 (16 U.S.C. 668dd) is amended by striking "Secretary of the Interior" each place it appears and inserting "Secretary. SEC. 4. MISSION OF THE SYSTEM. Section 4(a) (16 U.S.C. 668dd(a)) is amended— (1) by redesignating paragraphs (2) and (3) as paragraphs (5) and (6), respectively; (2) in clause (i) of paragraph (6) (as so redesignated), by striking "paragraph (2)" and inserting "paragraph (5)"; and (3) by inserting after paragraph (1) the following new paragraph: "(2) The mission of the System is to administer a national network of lands and waters for the conservation, mginagement, and where appropriate, restoration of the fish, wildlife, and plant resources and their habitats within the United States for the benefit of present and future generations of Americans.". SEC. 5. ADMINISTRATION OF THE SYSTEM. (a) ADMINISTRATION GENERALLY.— Section 4(a) (16 U.S.C. 668dd(a)), as amended by section 4 of this Act, is further amended by inserting after new paragraph (2) the following new paragraphs: "(3) With respect to the System, it is the policy of the United States that— "(A) each refuge shall be managed to fulfill the mission of the System, as well as the specific purposes for which that refuge was established; "(B) compatible wildlife-dependent recreation is a legitimate and appropriate general public use of the System, directly related to the mission of the System and the purposes of many refuges, and which generally fosters refuge management and through which the American public can develop an appreciation for fish and wildlife;
