"(c) COSTS AND EXPENSES. —(1) A student from a military academy of a foreign country is not entitled to the pay, allowances, and emoluments of an Air Force cadet by reason of attendance at the Air Force Academy under the exchange program, and the Department of Defense may not incur any cost of international travel required for transportation of such a student to and from the sponsoring foreign country. "(2) The Secretary may provide a student from a foreign country under the exchange program, during the period of the exchange, with subsistence, transportation within the continental United States, clothing, health care, and other services to the same extent that the foreign country provides comparable support and services to the exchanged Air Force cadet in that foreign country. "(3) The Air Force Academy shall bear all costs of the exchange program from funds appropriated for the Academy. Expenditures in support of the exchange program may not exceed $50,000 during any fiscal year. "(d) APPLICATION OF OTHER LAWS. — Subsections (c) and (d) of section 9344 of this title shall apply with respect to a student enrolled at a military academy of a foreign country while attending the Air Force Academy under the exchange program. "(e) REGULATIONS. —The Secretary shall prescribe regulations to implement this section. Such regulations may include qualification criteria and methods of selection for students of foreign military academies to participate in the exchange program.". (2) The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 9344 the following new item: "9345. Exchange program with foreign military academies.". (d) REPEAL OF OBSOLETE LIMITATION.— Section 9353(a) of such title is amended by striking out "After the date of the accrediting of the Academy, the" and inserting in lieu thereof "The". SEC. 543. REIMBURSEMENT OF EXPENSES INCURRED FOR INSTRUC- TION AT SERVICE ACADEMIES OF PERSONS FROM FOR- EIGN COUNTRIES. (a) UNITED STATES MILITARY ACADEMY.— Section 4344(b) of title 10, United States Code, is amended— (1) in paragraph (2), by striking out the period at the end and inserting in lieu thereof the following: ", except that the reimbursement rates may not be less than the cost to the United States of providing such instruction, including pay, allowances, and emoluments, to a cadet appointed from the United States."; and (2) by adding at the end the following new paragraph: "(3) The amount of reimbursement waived under paragraph (2) may not exceed 35 percent of the per-person reimbursement amount otherwise required to be paid by a foreign country under such paragraph, except in the case of not more than five persons receiving instruction at the Academy under this section at any one time.". (b) NAVAL ACADEMY.— Section 6957(b) of such title is amended— (1) in paragraph (2), by striking out the period at the end and inserting in lieu thereof the following: ", except that
