"(3) APPLICABILITY OF CERTAIN LAWS. —Funds transferred under this subsection shall be subject to the laws (including regulations, policies, and procedures) relating to the apportionment to which the funds are transferred.". 23 USC 103 note. (b) UNOBLIGATED BALANCES OF INTERSTATE SUBSTITUTE FUNDS.—Unobligated balances of funds apportioned to a State under section 103(e)(4)(H) of title 23, United States Code (as in effect on the day before the date of enactment of this Act), shall be available for obligation by the State under the law (including regulations, policies, and procedures) relating to the obligation and expenditure of the funds in effect on that date. (c) CONFORMING AMENDMENTS.— (1)(A) Section 115(a) of title 23, United States Code, is amended— (i) in the subsection heading by striking "SUBSTITUTE,"; and (ii) in paragraph (l)(A)(i) by striking "103(e)(4)(H),"; (B) Section 118 of such title is amended— (i) by striking subsection (d); and (ii) by redesignating subsections (e) and (f) as subsections (d) and (e), respectively. (C) Section 129(b) of such title is amended in the first sentence by striking "which has been" and all that follows through "and has not" and inserting "which is a public road and has not". (2)(A) Section 139 of such title, and the item relating to such section in the analysis for chapter 1 of such title, are repealed. (B) Section 127(f) of such title is amended by striking "section 139(a)" and inserting "section 103(c)(4)(A)". (C) Section 1105(e)(5) of the Intermodal Surface Transportation Efficiency Act of 1991 (109 Stat. 597) is amended by striking subparagraph (B) and inserting the following: "(B) TREATMENT OF SEGMENTS.— Subject to subparagraph (C), segments designated as parts of the Interstate System under this paragraph shall be treated in the same manner as segments designated under section 103(c)(4)(A) of title 23, United States Code.". 23 USC 103 note. (d) INTERMODAL FREIGHT CONNECTORS STUDY. — (1) REPORT.— Not later than 2 years after the date of enactment of this Act, the Secretary shall— (A) review the condition of and improvements made, since the designation of the National Highway System, to connectors on the National Highway System that serve seaports, airports, and other intermodal freight transportation facilities; and (B) report to Congress on the results of such review. (2) REVIEW. — In preparing the report, the Secretary shall review the connectors and identify projects carried out on those connectors that were intended to provide and improve service to an intermodal facility referred to in paragraph (1) and to facilitate the efficient movement of freight, including movements of freight between modes.
