Of the amount authorized to be appropriated under section 102(a)(3) for fiscal year 1999, $124,500,000 is available for the advance procurement and advance construction of components (including nuclear components) for the CVN-77 nuclear aircraft carrier program. SEC. 122. INCREASE IN AMOUNT AUTHORIZED TO BE EXCLUDED FROM COST LIMITATION FOR SEAWOLF SUBMARINE PROGRAM. Section 123(a) of the National Defense Authorization Act for Fiscal Year 1998 (Public Law 105-85; 111 Stat. 1650) is amended by striking out "$272,400,000" and inserting in lieu thereof "$557,600,000 ". SEC. 123. MULTIYEAR PROCUREMENT AUTHORITY FOR THE DEPART- MENT OF THE NAVY. (a) AUTHORITY FOR SPECIFIED NAVY AIRCRAFT PROGRAMS.— Beginning with the fiscal year 1999 program year, the Secretary of the Navy may, in accordance with section 2306b of title 10, United States Code, enter into a multiyear procurement contract for procurement for the following programs: (1) The AV-8B aircraft program. (2) The T-45TS aircraft program. (3) The E-2C aircraft program. (b) AUTHORITY FOR MARINE CORPS MEDIUM TACTICAL VEHICLE REPLACEMENT.—Beginning with the fiscal year 1999 program year, the Secretary of the Navy may, in accordance with section 2306b of title 10, United States Code, enter into a multiyear procurement contract to procure the Marine Corps Medium Tactical Vehicle Replacement. SEC. 124. ANNUAL GAO REVIEW OF F/A-18E/F AIRCRAFT PROGRAM. (a) REVIEW AND REPORT REQUIRED. —Not later than June 15 of each year, the Comptroller General shall review the F/A-18E/ F aircraft program and submit to Congress a report on the results of the review. The Comptroller General shall submit to Congress with each such report a certification as to whether the Comptroller General has had access to sufficient information to make informed judgments on the matters covered by the report. (b) CONTENT OP REPORT.— The report submitted on the program each year shall include the following: (1) The extent to which engineering and manufacturing development and operational test and evaluation under the program are meeting the goals established for engineering and manufacturing development and operational test and evaluation under the program, including the performance, cost, and schedule goals. (2) The status of modifications expected to have a significant effect on the cost or performance of the F/A-18E/F aircraft. (c) DURATION OF REQUIREMENT. — No report is required under this section after the full-rate production contract is awarded under the program. (d) REQUIREMENT TO SUPPORT ANNUAL GAO REVIEW. — The Secretary of Defense and the prime contractors under the F/A-18E/ F program shall timely provide the Comptroller General with such
