(b) DEMONSTRATION PROGRAM.— (1) IN GENERAL. — With the consent of the affected public housing agencies, the Secretary may carry out (or contract with 1 or more entities to carry out) a demonstration program under section 8(y) of the United States Housing Act of 1937 (42 U.S.C. 1437f[y)) to expand homeownership opportunities for low-income families. (2) REPORT. — The Secretary shall report annually to Congress on activities conducted mider this subsection. (c) APPLICABILITY.— This section shall take effect on, and the amendments made by this section are made on, and shall apply beginning upon, the date of the enactment of this Act. SEC. 556. RENEWALS. (a) IN GENERAL.—Section 8 of the United States Housing Act of 1937 (42 U.S.C. 1437f), as amended by the preceding provisions of this Act, is further amended by adding at the end the following new subsection: "(dd) TENANT-BASED CONTRACT RENEWALS.— Subject to amounts provided in appropriation Acts, starting in fisceJ year 1999, the Secretary shall renew all expiring tenant-based annual contribution contracts under this section by applying an inflation factor based on local or regional factors to an allocation baseline. The allocation baseline shall be csJculated by including, at a minimum, amounts sufficient to ensiu-e continued assisteuice for the actual number of families assisted as of October 1, 1997, with appropriate upward adjustments for incremented assistance and additional families authorized subsequent to that date.". (b) IMPLEMENTATION.— The Secretary of Housing and Urban Development shall implement the provision added by the amendment made by subsection (a) through notice, not later thsui December 31, 1998, and shall issue final regulations which shall be developed pursuant to the procedures for issuance of regulations under the negotiated nilemaking procedure under subchapter III of chapter 5 of title 5, United States Code, not later than one year after the date of the enactment of this Act. SEC. 557. MANUFACTURED HOUSING DEMONSTRATION PROGRAM. (a) IN GENERAL.— The Secretary of Housing and Urban Development shall carry out a program during fiscal years 1999, 2000, and 2001 to demonstrate the effectiveness of providing, directly to eligible families that own manufactured homes and rent real property on which their homes are located, tenant-based assisteuice for the rental of such property that would otherwise be provided directly to the owners of such real property under section 8(o)(12) of the United States Housing Act of 1937. (b) REQUIREMENTS.— T^e demonstration progrsun under this section shall be subject to the following requirements: (1) SCOPE. —The Secretary of Housing and Urban Development shall carry out the demonstration program with respect 42 USC 1437f note.
