That the transfers authorized in the preceding provisos shall be in addition to sums otherwise available for such purposes: Provided further. That funds appropriated under this paragraph shall only be available through the regular notification procedures of the Committees on Appropriations. NONPROLIFERATION, ANTI-TERRORISM, DEMINING AND RELATED PROGRAMS Notwithstanding section 15 of the State Department Basic Authorities Act of 1956 and section 10 of Public Law 91-672, for an additional amount for "Nonproliferation, Anti-Terrorism, Demining and Related Programs" for anti-terrorism assistance, $20,000,000, to remain available until September 30, 2000: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended. CHAPTER 4 DEPARTMENT OF THE INTERIOR NATIONAL PARK SERVICE OPERATION OF THE NATIONAL PARK SYSTEM For an additional amount for "Operation of the National Park System" for emergency security related expenses, $2,320,000, to remain available until expended: Provided, That the entire amount is designated by the Congress as an emergency requirement pursu- Eint to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended.
