Section 10 of such Act (102 Stat. 4557) is amended by striking subsection (d) and inserting the following: "(d) TECHNICAL ASSISTANCE AND GRANTS.— The Secretary, upon request of the Commission, is authorized to provide grants and technical assistance to the Commission or units of government, nonprofit organizations, and other persons, for development and implementation of the Plan.". TITLE V—OTHER MATTERS SEC. 501. BLACKSTONE RIVER VALLEY NATIONAL HERITAGE COR- RIDOR, MASSACHUSETTS AND RHODE ISLAND. Section 10(b) of the Act entitled "An Act to establish the Blackstone River Valley National Heritage Corridor in Massachusetts and Rhode Island", approved November 10, 1986 (Public Law 99- 647; 16 U.S.C. 461 note), is amended by striking "For fiscal year 1996, 1997, and 1998," and inserting "For fiscal years 1998, 1999, and 2000,". SEC. 502. ILLINOIS AND MICHIGAN CANAL NATIONAL HERITAGE COR- RIDOR, ILLINOIS. (a) EXTENSION OF COMMISSION. —Section 111(a) of the Illinois and Michigan Canal National Heritage Corridor Act of 1984 (Public Law 98-398; 98 Stat. 1456; 16 U.S.C. 461 note) is amended by striking "ten" and inserting "20". (b) REPEAL OF EXTENSION AUTHORITY. —Section 111 of such Act (16 U.S.C. 461 note) is further amended— (1) by striking "(a) TERMINATION.— "; and (2) by striking subsection (b). SEC. 503. WASATCH-CACHE NATIONAL FOREST AND MOUNT NAOMI 16 USC 1132 WILDERNESS, UTAH. note [table]. (a) BOUNDARY ADJUSTMENT.—To correct a faulty land survey, the boundaries of the Wasatch-Cache National Forest in the State of Utah and the boundaries of the Mount Naomi Wilderness, which is located within the Wasatch-Cache National Forest and was established as a component of the National Wilderness Preservation System in section 102(a)(1) of the Utah Wilderness Act of 1984 (Public Law 98-428; 98 Stat. 1657), are hereby modified to exclude the parcel of land known as the D. Hyde property, which encompasses an area of cultivation and private use, as generally depicted on the map entitled "D. Hyde Property Section 7 Township 12 North Range 2 East SLB & M", dated July 23, 1998. (c) WILDERNESS ADDITION.— To prevent any net loss of wilderness within the State of Utah, the boundaries of the Mount Naomi Wilderness are hereby modified to include a parcel of land comprising approximately 7.25 acres, identified as the "Mount Naomi
