PUBLIC LAW 106-31—MAY 21, 1999 113 STAT. 97 POSTAL SERVICE PAYMENTS TO THE POSTAL SERVICE FUND For an additional amount for "Payments to the Postal Service Fund" for revenue forgone reimbursement pursuant to 39 U.S.C. 2401(d), $29,000,000. EXECUTIVE OFFICE OF THE PRESIDENT AND FUNDS APPROPRIATED TO THE PRESIDENT FEDERAL DRUG CONTROL PROGRAMS HIGH INTENSITY DRUG TRAFFICKING AREAS PROGRAM (INCLUDING TRANSFER OF FUNDS) For necessary expenses of the Office of National Drug Control Policy's High Intensity Drug Trafficking Areas Program, an additional $2,500,000 is appropriated for drug control activities: of which $750,000 shall be used specificsdly to expgmd the Southwest Border High Intensity Drug Trafficking Area for the State of New Mexico to include Rio Arriba County, Seuita Fe County, and San Juan County, New Mexico, which are hereby designated as part of the Southwest Border High Intensity Drug Trafficking Area for the State of New Mexico; of which $500,000 shall be used for national efforts related to methamphetamine reduction efforts; of which $750,000 shall be used for the Southwest Border High Intensity Drug Trafficking Area for the State of Arizona, specifically to fund United States Border Patrol anti-drug assistance to border communities in Cochise County, Arizona; and of which $500,000 shall be for the Washington-Baltimore High Intensity Drug Trafficking Area for support of the Cross-Border Initiative: Provided, That no funds may be obligated or expended for the Southwest Border High Intensity Drug Trafficking Area for the State of Arizona without prior approval of the Committees on Appropriations of the House and the Senate. CHAPTER 10 DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY PLANNING AND DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANTS Of any excess amounts appropriated for any fiscal year under this heading, $3,446,000 shall be made available for grants for service coordinators and congregate services for the elderly and disabled: Provided, That in distributing such amount, the Secretary of Housing and Urbeui Development shall give priority to public housing agencies that submitted eligible applications for renewal of fiscal year 1995 elderly service coordinator grants pursuant to the Notice of Funding Availability for Service Coordinator Funds for fiscal year 1998, as published in the Federal Register on June 1, 1998.
