(b) CREDIT OR REIMBURSEMENT.—The Secretary shall credit or reimburse the non-Federal interest for the Federal share of project costs incurred by the non-Federal interest in designing, constructing, or reconstructing reach 2F (700 feet south of Fullerton Avenue and 500 feet north of Fullerton Avenue), reach 3M (Meigs Field), and segments 7 and 8 of reach 4 (43rd Street to 57th Street), if the non-Federed interest carries out the work in accord- Eince with plans approved by the Secretary, at an estimated total cost of $83,300,000. (c) REIMBURSEMENT. —The Secretary shall reimburse the non- Federal interest for the Federal share of project costs incurred by the non-Federal interest in reconstructing the revetment structures protecting Solidarity Drive in Chicago, Illinois, before the signing of the project cooperation agreement, at an estimated total cost of $7,600,000. SEC. 319. SPRINGFIELD, ILLINOIS. Section 417 of the Water Resources Development Act of 1996 (110 Stat. 3743) is amended— (1) by inserting "(a) IN GENERAL.— " before "The Secretary"; and (2) by adding at the end the following: "(b) COST SHARING.— The non-Federal sheire of assistance provided under this section before, on, or after the date of enactment of this subsection shall be 50 percent.". SEC. 320. OGDEN DUNES, INDIANA. (a) STUDY.— The Secretary shall conduct a study of beach erosion in and around the town of Ogden Dunes, Indiana, to determine whether the damage is the result of a Federal navigation project. (b) MITIGATION OF DAMAGE.—If the Secretary determines that the dsimage described in subsection (a) is the result of a Federal navigation project, the Secretary shall take appropriate measures to mitigate the damage. (c) COST.— The cost of the mitigation shall be allocated to the Federal navigation project as an operation and msdntenance cost. SEC. 321. SAINT JOSEPH RIVER, SOUTH BEND, INDIANA. (a) MAXIMUM TOTAL EXPENDITURE.— The maximum total expenditure for the project for streambeink erosion, recreation, and {•edestrian access features. Saint Joseph River, South Bend, ndiana, shall be $7,800,000. (b) REVISION OF PROJECT COOPERATION AGREEMENT.— The Secretary shall revise the project cooperation agreement for the project referred to in subsection (a) to take into account the cheinge in the Federal participation in the project under subsection (a). SEC. 322. WHITE RIVER, INDIANA.. The project for flood control, Indianapolis on West Fork of the White River, Indiana, authorized by section 5 of the Act entitled "An Act authorizing the construction of certain public works on rivers and harbors for flood control, and other piuposes", approved June 22, 1936 (49 Stat. 1586, chapter 688), as modified by section 323 of the Water Resources Development Act of 1996 (110 Stat. 3716), is modified to authorize the Secretary to undertake the
