Section 115(c) of title 10, United States Code, is amended— (1) by striking "and" at the end of paragraph (1); (2) by striking the period at the end of paragraph (2) and inserting "; and"; and (3) by adding at the end the following new paragraph: "(3) vary the end strength authorized pursuant to subsection (a)(2) for a fiscal year for the Selected Reserve of any of the reserve components by a number equal to not more than 2 percent of that end strength.". Subtitle C—Authorization of Appropriations SEC. 421. AUTHORIZATION OF APPROPRIATIONS FOR MILITARY PER- SONNEL. There is hereby authorized to be appropriated to the Department of Defense for military personnel for fiscal year 2000 a total of $71,884,867,000, and in addition funds in the total amount of $1,838,426,000 are authorized to be appropriated to the Department of Defense as emergency appropriations for fiscal year 2000 for military personnel, as appropriated in section 2012 of the 1999 Emergency Supplemental Appropriations Act (Public Law 106-31; 113 Stat. 83). The authorization in the preceding sentence supersedes any other authorization of appropriations (definite or indefinite) for such purpose for fiscal year 2000. TITLE V—MILITARY PERSONNEL POLICY Sec. Minimum selection of warrant officers for promotion from below the promotion zone. Increase in threshold period of active duty for applicability of restriction on holding of civil office by retired regular officers and reserve officers. Exemption of retiree council members from recalled retiree limits. Technical amendments relating to joint duty assignments. Three-year extension of requirement for competition for joint 4-star officer positions. Subtitle B—Reserve Component Personnel Policy Continuation of officers on reserve active-status list to complete disciplinary action. Authority to order reserve component members to active duty to complete a medical evaluation. Exclusion of reserve officers on educational delay from eligibility for consideration for promotion.
