PUBLIC LAW 106-65—OCT. 5, 1999 113 STAT. 717 "(e) CJCS REVIEW.—Upon the completion of each review under subsection (a), the Chairman of the Joint Chiefs of Staff shall prepare and submit to the Secretary of Defense the Chairman's assessment of the review, including the Chairman's assessment of risk. The Chairman's assessment shall be submitted to the Secretary in time for the inclusion of the assessment in the report. The Secretary shall include the Chairman's assessment, together with the Secretary's comments, in the report in its entirety.". (2) The table of sections at the beginning of chapter 2 of such title is amended by inserting after the item relating to section 117 the following new item: "118. Quadrennial defense review.". (b) DATE FOR SUBMISSION OF NATIONAL SECURITY STRATEGY. — Section 108(a) of the National Security Act of 1947 (50 U.S.C. 404a(a)) is amended by adding at the end the following new paragraph: "(3) Not later than 150 days after the date on which a new Deadline. President takes office, the President shall transmit to Congress a national security strategy report under this section. That report shall be in addition to the report for that year transmitted at the time specified in paragraph (2).". (c) SPECIFIED MATTER FOR NEXT QDR.— In the first quadrennial lo use 118 note, defense review conducted under section 118 of title 10, United States Code, as added by subsection (a), the Secretary shall include in the technologies considered for the purposes of paragraph (13) of subsection (d) of that section the following: precision guided munitions, stealth, night vision, digitization, and communications. SEC. 902. MINIMUM INTERVAL FOR UPDATING AND REVISING DEPARTMENT OF DEFENSE STRATEGIC PLAN. Section 306(b) of title 5, United States Code, is amended by striking ", and shall be updated and revised at least every three years." and inserting a period and the following: "The strategic plan shall be updated and revised at least every three years, except that the strategic plan for the Department of Defense shall be updated and revised at least every four years.". Subtitle B—Department of Defense Organization SEC. 911. RESPONSIBILrrY FOR LOGISTICS AND SUSTAINMENT FUNC- TIONS OF THE DEPARTMENT OF DEFENSE. (a) UNDER SECRETARY OF DEFENSE FOR ACQUISITION AND TECH- lo use i33 note. NOLOGY. —(1) The position of Under Secretary of Defense for Acquisition and Technology in the Department of Defense is hereby redesignated as the Under Secretary of Defense for Acquisition, Technology, and Logistics. Any reference in any law, regulation, document, or other record of the United States to the Under Secretary of Defense for Acquisition and Technology shall be treated as referring to the Under Secretary of Defense for Acquisition, Technology, and Logistics. (2) Section 133 of title 10, United States Code, is amended— (A) in subsections (a), (b), and (e)(1), by striking "Under Secretary of Defense for Acquisition and Technology" and
