The Director of the Office of Management and Budget shall provide in the regulations under subsection (a) that when a required payment date is so specified for an invoice, no other payment due date applies to the invoice.". SEC. 1010. PAYMENT OF FOREIGN LICENSING FEES OUT OF PRO- CEEDS OF SALE OF MAPS, CHARTS, AND NAVIGATIONAL BOOKS. (a) IN GENERAL.—Section 453 of title 10, United States Code, is amended to read as follows: §453. Sale of maps, charts, and navigational publications: prices; use of proceeds "(a) PRICES. — All maps, charts, and other publications offered for sale by the National Imagery and Mapping Agency shall be sold at prices and under regulations that may be prescribed by the Secretary of Defense. " (b) USE OF PROCEEDS TO PAY FOREIGN LICENSING FEES.— (1) The Secretary of Defense may pay any NIMA foreign data acquisition fee out of the proceeds of the sale of maps, charts, and other publications of the Agency, and those proceeds are hereby made available for that purpose. "(2) In this subsection, the term 'NIMA foreign data acquisition fee' means any licensing or other fee imposed by a foreign country or international organization for the acquisition or use of data or products by the National Imagery and Mapping Agency.". (b) CLERICAL AMENDMENT.— The item relating to section 453 in the table of sections at the beginning of subchapter II of chapter 22 of such title is amended to read as follows: "453. Sale of maps, charts, and navigational publications: prices; use of proceeds.". Subtitle B—Naval Vessels and Shipyards SEC. 1011. REVISION TO CONGRESSIONAL NOTICE-AND-WAIT PERIOD REQUIRED BEFORE TRANSFER OF A VESSEL STRICKEN FROM THE NAVAL VESSEL REGISTER. Section 7306(d) of title 10, United States Code, is amended to read as follows: " (d) CONGRESSIONAL NOTICE-AND-WAIT PERIOD.— (1) A transfer under this section may not take effect until— "(A) the Secretary submits to Congress notice of the proposed transfer; and "(B) 30 days of a session of Congress have expired following the date on which the notice is sent to Congress. "(2) For purposes of paragraph (1)(B)— "(A) the period of a session of Congress is broken only by an adjournment of Congress sine die at the end of the final session of a Congress; gind "(B) any day on which either House of Congress is not in session because of an adjournment of more than 3 days to a day certain, or because of an adjournment sine die at the end of the first session of a Congress, shall be excluded in the computation of such 30-day period.".
